Regulatory study
A fixed research and design engagement for one enacted or changing requirement.
Participants
OCO identifies the authority, association, regulated organizations, and responsible professionals needed to confirm the rule, current process, evidence, exceptions, interfaces, and lawful pilot scope.
Required participants
Responsibilities
Participation supports research and process validation. It does not constitute regulatory endorsement, procurement, or approval unless the competent authority confirms that status in writing.
| Participant | Responsibility | Expected result |
|---|---|---|
| Competent authority | Confirms the legal event, accepted evidence, authoritative fields, official channel, and limits on OCO representations. | The authority receives more consistent data and a documented process for implementing regulatory changes. |
| Professional or industry association | Validates operating practice, represents common needs, nominates experts, and supports coordinated adoption. | The association can provide a defined technical process for participating members. |
| Regulated organizations | Provide real cases, systems, exceptions, users, pilot funding, and acceptance criteria. | The organizations can reduce compliance cost, rejected filings, and processing time while improving auditability. |
| Responsible professionals | Perform reserved work and approve specialist steps. | The professionals receive structured evidence and a clear record of their decisions. |
| OCO Ingenieria | Studies, coordinates, designs, builds, integrates, operates, and updates the infrastructure. | OCO maintains the technical process and its regulatory rule versions. |
Commercial structure
Regulated organizations normally fund the operational value they receive. Authorities may participate through lawful research, validation, and governance channels without becoming buyers or endorsers.
A fixed research and design engagement for one enacted or changing requirement.
Two to five regulated organizations fund a defined pilot with measurable acceptance criteria.
OCO provides integration, API, protocol, support, and rule updates after the process is validated.
