Responsibilities
Each participant has a defined responsibility.
Participation supports research and process validation. It does not constitute regulatory endorsement, procurement, or approval unless the competent authority confirms that status in writing.

Commercial structure
Commercial terms are defined after the requirement is validated.
Regulated organizations normally fund the operational value they receive. Authorities may participate through lawful research, validation, and governance channels without becoming buyers or endorsers.
Design partnership
Two to five regulated organizations fund a defined pilot with measurable acceptance criteria.
Implementation and maintenance
OCO provides integration, API, protocol, support, and rule updates after the process is validated.
